HP, Inc. (HP), is a Palo Alto, California based company that manufactures computers. HP sold or offered for sale notebook computers, desktop computers, and mobile gaming systems in California from July 2019 to February 2022 and high expandability computers in California, from February 2018 to February 2019.

This case was the result of an investigation performed by California Energy Commission (CEC) staff. CEC’s investigation and testing process identified that HP was manufacturing and offering for sale notebook computers, desktop computers, mobile gaming systems, and high expandability computers that were not tested and certified by basic model to the Modernized Appliance Efficiency Database System (MAEDbS).

To settle this matter, HP executed a Settlement Agreement with CEC on August 4, 2022, for $288,000.00. The penalty monies are deposited into the Appliance Efficiency Enforcement Subaccount established by SB 454 of 2011 (Pavley). HP has also agreed to a compliance plan to test and certify all basic models to MAEDbS before continuing to sell in California.
