Hunan Horow Smart Home Company, Ltd. (Hunan Horow) is a company that manufactures plumbing products based in Changsha, China. Hunan Horow sold or offered for sale water closets in California, from January 2021 to April 2025.

This case was the result of a complaint. CEC’s investigation and testing process identified that Hunan Horow was manufacturing and offering for sale Horow brand water closets that were not marked properly and were not certified to the Modernized Appliance Efficiency Database System (MAEDbS).

To resolve this matter, Hunan Horow executed a Settlement Agreement with CEC on March 26, 2026, for $42,500.00. The penalty monies are deposited into the Appliance Efficiency Enforcement Subaccount as required in Public Resources Code section 25402.11. Hunan Horow has also agreed to a compliance plan to add the appropriate marking and certify all models to MAEDbS before continuing to sell in California.
