Jilong Leisure Products Incorporated (Jilong), is a company that manufactures pool products and electronics based in Irvine, California. Jilong sold or offered for sale dedicated-purpose pool pumps, portable electric spas, and federally regulated battery chargers in California, from November 2019 to November 2023.

This case was the result of an investigation performed by California Energy Commission (CEC) staff. CEC’s investigation and testing process identified that Jilong was manufacturing and offering for sale JLeisure and Avenli brand dedicated-purpose pool pumps, portable electric spas, and federally regulated battery chargers that did not meet the efficiency standard, were not marked properly, and were not certified to the Modernized Appliance Efficiency Database System (MAEDbS).

To resolve this matter, Jilong executed a Settlement Agreement with CEC on June 20, 2025, for $30,000.00. The penalty monies are deposited into the Appliance Efficiency Enforcement Subaccount as required in Public Resources Code 25402.11. Jilong has also agreed to a compliance plan to discontinue sales of non-compliant models, add the appropriate marking, and certify all models to MAEDbS before continuing to sell in California.
