Popicorns E-Commerce Co., Ltd. (Popicorns) is a Hong Kong, China based company that manufactures plumbing fittings, plumbing fixtures and portable electric spas. Popicorns sold or offered for sale lavatory faucets, kitchen faucets, showerheads, showerhead tub-spout diverter combinations, water closets, and portable electric spas in California, from March 2020 to October 2021.

This case was the result of an investigation performed by California Energy Commission (CEC) staff. CEC’s investigation and testing process identified that Popicorns was manufacturing and offering for sale lavatory faucets that did not meet the efficiency standard, failed the marking requirement, and were not certified to the Modernized Appliance Efficiency Database System (MAEDbS).  Popicorns was also manufacturing or offering for sale showerheads, showerhead tub-spout diverter combinations, kitchen faucets, water closets, and portable electric spas that were not certified to MAEDbS. 

To settle this matter, Popicorns executed a Settlement Agreement with CEC on May 9, 2022, for $20,000.00. The penalty monies are deposited into the Appliance Efficiency Enforcement Subaccount established by SB 454 of 2011 (Pavley). Popicorns has also agreed to a compliance plan to remove non-compliant products from the California market and test and certify all compliant models to MAEDbS before continuing to sell in California.
