Rowan Electric Appliance LLC (Rowan) is a company that manufactures non-central air conditioners and heat pump products based in San Bernardino, California. Rowan sold or offered for sale portable air conditioners in California, from March 2020 to March 2024.

This case was the result of an investigation performed by California Energy Commission (CEC) staff. CEC’s investigation and testing process identified that Rowan was manufacturing and offering for sale Kismile and R.W. Flame brand portable air conditioners that were incorrectly certified to the Modernized Appliance Efficiency Database System (MAEDbS).

To resolve this matter, Rowan executed a Settlement Agreement with CEC on May 1, 2025, for $42,500.00. The penalty monies are deposited into the Appliance Efficiency Enforcement Subaccount as required in Public Resources Code 25402.11. Rowan has also agreed to a compliance plan to certify all models to MAEDbS before continuing to sell in California.
