Ruian Youju E-Commerce Co., Ltd. (Ruian) is a company that manufactures plumbing fittings based in Zhejiang Province, China. Ruian sold or offered for sale showerheads and lavatory faucets in California, from March 2021 to March 2025.

This case was the result of an investigation performed by California Energy Commission (CEC) staff. CEC’s investigation and testing process identified that Ruian was manufacturing and offering for sale Zalerock brand showerheads and lavatory faucets that did not meet the efficiency standard, were not marked properly, and were not certified to the Modernized Appliance Efficiency Database System (MAEDbS).

To resolve this matter, Ruian executed a Settlement Agreement with CEC on October 13, 2025, for $10,000.00 as a result of demonstrating financial hardship. The penalty monies are deposited into the Appliance Efficiency Enforcement Subaccount as required in Public Resources Code section 25402.11. Ruian has also agreed to a compliance plan to discontinue sales of non-compliant products in California.
