Secard Pools & Spas (Secard) is a Rancho Cucamonga, California, based company that sells and installs residential pool pump and motor combinations (pool pumps). Secard sold and/or installed 14 pool pumps in California, from July 2015 to July 2019.

This case was the result of a consumer complaint. The California Energy Commission's (CEC) investigation process identified that Secard was selling and installing pool pumps that did not meet the design standard and were not certified to the Modernized Appliance Efficiency Database System.

To settle this matter, Secard executed a Settlement Agreement with CEC on December 4, 2020, for $630.00. The penalty monies are deposited into the Appliance Efficiency Enforcement Subaccount established by SB 454 of 2011 (Pavley). Secard has also agreed to a compliance plan to discontinue sales of non-compliant pool pump models and ensure that only compliant models are installed in residential pool applications in California.
