Shenzhen Zhiyi Technology Co., Ltd., a Shenzhen, China based company that manufactures and distributes robotic vacuum cleaners using small battery charger systems (SBCS), sold approximately 1,200 non-complaint units in California through August 2016. The California Energy Commission (CEC) staff tested one of these units at the California State University, Sacramento -- College of Engineering Energy Efficiency Laboratory and found it to be in violation of the Appliance Efficiency Regulations governing SBCSs.
The CEC staff notified the manufacturer who reengineered their SBCSs to comply with the regulations. The reengineered SBCS passed confirmatory testing at our Energy Efficiency Laboratory. They also included the required battery charger labeling/marking on each unit's SBCS and in the product's literature as required by the regulations. The company is now in compliance.
To settle this matter, the company executed a settlement agreement with CEC on November 30, 2016 for $100,000.00. Additionally, they have recertified all models in CEC's database and provided engineering test reports demonstrating this compliance. The penalty was reduced due to financial hardship demonstrated by the company. This investigation started as a result of a tip from a competitor that CEC had settled with earlier. The penalty monies are deposited into the Appliance Enforcement Subaccount established by SB 454 of 2011(Pavley).
