Stanley Black and Decker (Black and Decker) is a company that manufactures battery charger systems based in Townson, Maryland. Black and Decker sold or offered for sale battery charger systems in California, from September 2024 to April 2025. 

This case was the result of an investigation performed by California Energy Commission (CEC) staff. CEC’s investigation process identified that Black and Decker was manufacturing and offering for sale battery charger systems that were not certified to the Modernized Appliance Efficiency Database System (MAEDbS).

To resolve this matter, Black and Decker executed a Settlement Agreement with CEC on May 21, 2025, for $380,000.00. The penalty monies are deposited into the Appliance Efficiency Enforcement Subaccount as required in Public Resources Code 25402.11. Black and Decker has also agreed to a compliance plan to certify all models to MAEDbS before continuing to sell in California.
