Van Zilver, Incorporated (Van Zilver) is a company that manufactures plumbing products based in Austin, Texas. Van Zilver sold or offered for sale showerheads in California, from July 2023 to July 2025.

This case was the result of an investigation performed by California Energy Commission (CEC) staff. CEC’s investigation and testing process identified that Van Zilver was manufacturing and offering for sale Afina brand showerheads that did not meet the efficiency standard and were not marked properly.

To resolve this matter, Van Zilver executed a Settlement Agreement with CEC on July 2, 2026, for $120,000.00. The penalty monies are deposited into the Appliance Efficiency Enforcement Subaccount as required in Public Resources Code section 25402.11. Van Zilver has also agreed to a compliance plan to discontinue sales of non-compliant models, certify new models, ship all showerheads with flow restrictors preinstalled, and add the appropriate markings.
