Add to CalendarThe California Energy Commission (CEC) will jointly conduct a staff workshop with the California Public Utilities Commission (CPUC) and the California Independent System Operator (California ISO) to discuss the implementation of Senate Bill (SB) 319 (McGuire, Chapter 390, Statutes of 2023). SB 319 directs the CEC, CPUC, and CAISO, by July 1, 2025, to jointly develop an electrical transmission infrastructure development guidebook (“Guidebook”) that describes the state’s electrical transmission infrastructure planning and permitting processes conducted by these entities, including a description of the different stages of transmission infrastructure development and analysis of average timeframes for planning and permitting, the roles, responsibilities, and decision-making authority of federal and state agencies, interfaces with federal and state agencies and the timing, sequence, and coordination between reviews under the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA).
If CPUC commissioners are present at the workshop, the CPUC’s rules governing ex parte contacts with commissioners and their staff remain in effect.
This workshop will be held remotely. The public can participate in the workshop consistent with the direction provided below. Please note that the agencies aim to begin promptly at the start time posted and the end time is an estimate based on the proposed agenda. The workshop may end sooner or later than the posted end time.
