AES Placerita, Inc., (AESPI) originally operated a 101.9 MW, gross, cogeneration facility in Newhall, California. The facility produces 98.9 MW of electricity for sale to Southern California Edison, and 250,000 pounds of steam per hour to be sold to TOSCO for thermally enhanced oil recovery. The facility is fueled by natural gas with no backup fuel.
The site of the cogeneration facility is in the Santa Clarita Valley portion of Los Angeles County approximately 2 miles east of Newhall on Placerita Canyon Road. The facility is located within the existing Tosco Enhanced Oil Recovery Corporation’s (TEORCO) Placerita oil field on approximately 2.6 acres of level land.
Clean Energy Systems (CES) acquired the facility in early 2011 after it had been idle since 2008.
Small Power Plant Exemption
The CEC Small Power Plant Exemption (SPPE) process allows applicants proposing thermal power plants between 50 and 100 MW to obtain an exemption from the CEC’s jurisdiction and proceed with local permitting rather than requiring CEC certification. The CEC can grant an exemption if it finds that the proposed facility will not create a substantial adverse impact on the environment or energy resources. These facilities were exempted from the CEC’s jurisdiction.
