The California Energy Commission (CEC) adopted an Order Instituting an Informational Proceeding (OIIP) in March 2024, 24-OIIP-03. The OIIP initiates a transparent public process to serve as a forum to inform methodologies to integrate non-energy impacts (NEI) (benefits and social costs) into the CEC planning, processes, and decision making. Including non-energy benefits and social costs provides a more holistic understanding of the impacts of investments and decisions. The OIIP responds to a petition filed February 5, 2024, by a group of sixteen petitioners (the Center for Biological Diversity et al.).
NEI categories under consideration include: Air Quality, Land Use, Affordability, Workforce & Jobs, Resilience, Water Supply & Quality, Public Health & Safety, and Crosscutting.
