Residential Solar Permit Annual Reporting Table

The Residential Solar Permit Annual Reporting Table dashboard provides a visual summary of the total number of photovoltaic (PV) solar permits – both overall and online – as well as PV + storage permits issued during a given reporting year.

This dashboard is updated regularly as jurisdictions submit their annual reports through the CEC's data portal. Data is stored for all required reporting years, from 2022 through 2033. As defined in SB 379, cities, counties, or city and county, must report annually to the CEC within one year of implementing an online, automated solar permitting system, and must continue reporting through June 30, 2034.

County: A political and administrative division of a state, providing certain local governmental services.

Data Reporting Year (Year): The year during which the reported solar permits were issued. Required annual reporting is for nonexempt cities, counties, and cities and counties. They shall submit annual reports to the CEC within one year of implementation and no later than June 30 every year thereafter.

  • SB 379 requires the CEC to collect data from all non-exempt jurisdictions on the number of permits issued and other relevant characteristics. Non-exempt jurisdictions were expected to report beginning in January 2025. This annual reporting requirement will continue through June 30, 2034.

Estimated Total Size of Online Permits Issued: Residential solar PV permits range from 0.3 kW to 28 kW. The median system size is 6 kW for solar PV-only and 7.6 kW for PV + storage. This calculation provides an estimate only — multiplies the median system size by the number of permits issued by the jurisdictions.

Jurisdiction: For this program, a jurisdiction refers to a city, county, or city and county, that has permitting authority.

Online %: The percentage of permits that were issued through an online, automated permitting platform of total permits issued by that jurisdiction.

Online PV + Storage Permits: Number of solar photovoltaic permits that include battery storage, issued in real time for residential solar energy systems through an online, automated permitting platform that complies with Senate Bill (SB) 379.

Online PV Permits (w/o storage): Number of solar photovoltaic permits issued in real time for residential solar energy systems through an online, automated permitting platform that complies with SB 379 (not including those paired with energy storage).

PV + Storage Permits: Number of solar photovoltaic permits that include battery storage, issued for all residential solar energy systems through both online and paper applications.

PV Permits (w/o storage): Number of solar photovoltaic permits issued for all residential solar energy systems through both online and paper applications (excluding systems paired with energy storage).

Total Online Permits: The total number of permits issued through the online platform, calculated as the sum of the online PV permits (w/o storage) and online PV + storage permits.

Total Permits: The total number of permits, calculated as the sum of PV permits (w/o storage) and PV + storage permits.

Data Collection Information

  • Data Submission Portal Energy Commission submission portal for residential solar permit reporting. This portal is intended for nonexempt cities, counties, and cities and counties (jurisdictions) to submit information annually about the issuance of residential solar permit and storage systems, to satisfy the reporting requirements detailed in Chapter 3 of the Residential Solar Permit Reporting Guidelines (Senate Bill 379 Guidelines) and Senate Bill (SB) 379. This bill requires the Energy Commission to collect this information annually until June 30, 2034. More information about the bill’s requirements and the SB 379 Guidelines adopted by the Energy Commission can be found at CEC’s Residential Solar Permit Reporting. Reported information is intended to be quick and simple for a building department official to collect on behalf of the reporting jurisdiction.
