HERS providers oversee raters conducting Title 24 Energy Code compliance verification in residential and nonresidential newly constructed buildings and in additions and alterations of existing buildings. Providers have also supported the New Solar Homes Partnership Program and implemented California whole-house home energy rating systems.

To find a rater, contact a HERS provider. Each provider is approved to perform specific services, as listed. 

Approved HERS Providers

The following entities are approved to train and certify HERS raters for the 2022, 2019, 2016, and 2013 Energy Codes.

CalCERTS, Inc.

CalCERTS may certify raters to

  • Conduct field verification under the 2022 Energy Code of:
    • Newly constructed single-family and low-rise multifamily homes.
    • Additions to existing single-family and low-rise multifamily homes.
    • Alterations of single-family residential, low-rise multifamily residential, and nonresidential buildings.
  • Conduct California whole-house home energy ratings.

CalCERTS also trains and oversees building performance contractors.

The CalCERTS registry is approved to accept low-rise multifamily (LRMF) projects and to register LRMF compliance documents.

CHEERS

CHEERS may certify raters to 

  • Conduct field verification under the 2022 Energy Code of:
    • Newly constructed single-family and low-rise multifamily homes.
    • Additions to existing single-family and low-rise multifamily homes.
    • Alterations of single-family residential, low-rise multifamily residential, and nonresidential buildings.

The CHEERS registry is unable to accept low-rise multifamily (LRMF) projects until it has been approved by the CEC to register LRMF compliance documents.
