Block Grant for Electric Vehicle Charger Incentive Projects

In March 2012, Governor Brown issued an Executive Order (B-16-2012) to help accelerate the market for zero-emission vehicles (ZEVs) in California. This Executive Order established milestones needed to achieve 1.5 million ZEVs on California’s roadways with access to infrastructure by 2025. In October 2016, the updated 2016 ZEV Action Plan outlined progress to date and identifies new actions state agencies will take in continued pursuit of the milestones in the Governor’s Executive Order.

In November 2016, the California Energy Commission issued solicitation Grant Funding Opportunity 16-603 to seek a block grant recipient to design and implement up to $200 million in grant funds through various electric vehicle charger incentive projects throughout California. The Center for Sustainable Energy (CSE) was awarded an agreement at the Energy Commission’s April 2017 Business Meeting.

Energy Commission staff is working with CSE to identify targeted electric vehicle charging incentive projects by geographical regions and locational requirements, including the type or types and numbers of electric vehicle charging equipment required for the target region, minimum technical requirements, and the type of incentive structure to be used. The various targeted electric vehicle charger incentive projects will be designed to reduce the gaps of regional electric vehicle charging needs and speed up the deployment and installations of electric vehicle charging stations in California towards meeting the Governor’s goals.
