To promote frequent and meaningful engagement between tribes and the CEC, the CEC approved an Order Instituting an Informational Proceeding (OIIP) on Tribal Affairs and Tribal Energy Sovereignty. Activities will include public meetings and roundtable discussions along with targeted outreach and consultation efforts, as well as other engagement forums.

These participation forums will seek to elevate and incorporate the voices and perspectives of California Native American tribes.

This proceeding will focus on key areas including:

  • Tribal consultation
  • Tribal energy sovereignty
  • Tribal cultural resource considerations regarding clean energy development
  • Best practices for tribal energy grants, tribal energy equity indicators, and engaging with tribes on energy projects
  • Tribal energy economy including tribal enterprise and workforce development

Participation

Events will be publicly noticed at least 10 days in advance. In addition, invitations will be extended to California Native American tribes to engage in government-to-government consultation.

Opportunities for public input will be provided throughout this proceeding including comments during scheduled forums and written submissions via the OIIP docket.

While future engagement is still in the planning stages, the current schedule for round 1 regional roundtables is expected to take place August to December 2025. Round 2 regional meetings and engagement will follow the release of the OIIP draft deliverables.

  • October 30, 2025: In partnership with the Middletown Rancheria of Pomo Indians of California, the CEC hosted the third regional roundtable.

  • September 17, 2025: In partnership with the Pechanga Band of Indians, the CEC hosted the second regional roundtable.

  • August 26, 2025: In partnership with the Tolowa Dee-ni’ Nation, the CEC hosted the first regional roundtable.

  • June 10, 2025: The CEC held a Tribal Listening Session to review the scope, planned consultation and engagement for this proceeding and to gather input from California Native American tribes.
     
  • March 18, 2025: The CEC held a Tribal Energy Summit, which featured panel discussions on topics including Utilities as Partners, Tribal Energy Funding Partnerships, Forming Partnerships for Clean Energy Projects, Tribal Cultural Resource Protection and Energy Development, and Collaborative Approaches to Clean Energy Policy and Planning.
     
  • March 17, 2025: The CEC approved an Order Instituting an Informational Proceeding (OIIP) on Tribal Affairs and Tribal Energy Sovereignty to enhance tribal participation and promote more frequent and meaningful engagement between tribes and the CEC.
     
  • March 2, 2023: The CEC adopted a Resolution Committing to Support Tribal Energy Sovereignty. This resolution was adopted at a CEC and CPUC En Banc.
