The California Energy Commission has approved the following compliance software for the 2025 Building Energy Efficiency Standards (Energy Code) in accordance with the California Code of Regulations: Title 24, Part 1, Article 1, Section 10-109.

These are the only programs authorized to be used under the performance approach method of compliance for the 2025 Energy Code. Permit applications made on or after January 1, 2026 must use approved 2025 compliance software.

Compliance software is approved for specific occupancies (nonresidential, multifamily, and single-family residential) and for specific project scopes (new construction, additions, and alterations). The approved occupancies are noted below for each software program. Unless noted, the below programs are approved for all scopes.

Public Domain Compliance Software

California Building Energy Code Compliance (CBECC) is the public domain compliance software developed by the California Energy Commission to demonstrate performance compliance with the residential, nonresidential, and multifamily regulations in the Energy Code. The following versions have been approved for showing compliance with the 2025 Energy Code.

Alternative Calculation Method (Third Party) Compliance Software

The Commission may approve non-public domain computer programs, also known as third party software, as alternative calculation methods that can be used to demonstrate performance compliance with the Energy Code. The following software has been approved by the California Energy Commission to demonstrate performance compliance with the 2025 Energy Code.
