Public Resources Code § 25942, titled Home Energy Rating and Labeling Program directs the CEC to establish a consistent, accurate, and uniform home energy rating system based on a single statewide rating scale for new and existing residential dwellings. The voluntary program also includes reasonable estimates of potential utility bill savings and reliable recommendations on cost-effective measures to improve energy performance of the home.

The CEC recently instituted a rulemaking proceeding to update the Home Energy Rating and Labeling Program regulations to better support state energy efficiency, climate action, and greenhouse gas reduction goals. During this pre-rulemaking period occurring in 2024, the CEC seeks information from stakeholders and the public to assist in updating the program. This website contains the latest program information and details on how to participate.
