Notice of Additional Public Comment Period and Summary of Changes
On December 19, 2025, the California Energy Commission (CEC) published a Notice of Proposed Action regarding Energy Data Collection – Phase 3 for Natural Gas and Renewable Natural Gas Data Collection. The CEC made all documents available for a 45-day public comment period between December 19, 2025 and 5:00 p.m. February 3, 2026 and held a public workshop on January 20, 2026.
Based on comments received during the 45-day public comment period, the CEC is proposing changes to the proposed regulations published on December 19, 2025.
Any interested persons are invited to review the proposed changes and provide written comments to the CEC for consideration during this 15-day comment period from February 9, 2026, through 5:00 p.m. on February 25, 2026. The CEC appreciates receiving written comments at the earliest possible date. Comments submitted outside this comment period are considered untimely.

The CEC released a second Request for Information (RFI) relating to development of data collection regulations that would apply to distributors, wholesalers, retailers, and other sellers of space heating, space conditioning and water heating equipment. This follows up on the data and commentary gathered by the July 22 RFI by providing draft regulations (Express Terms) for public review.

The CEC posts the notice of proposed action, initial statement of reasons, and express terms for the Natural Gas and Renewable Natural Gas Data Collection that is part of the third phase of data collection proceedings. This rulemaking will expand the CEC’s analysis and forecasting capabilities by requiring reporting of key information related to:- Natural Gas System and Metered Consumer Usage.

- Metered Electricity Use.

A pre-rulemaking Commissioner Workshop on Title 20 Data Collection Regulations to Support New Analytical Needs – Phase 2 was conducted. At the workshop, staff provided proposed language (part 1 and part 2) and an initial justification. Presentations can be found on the event page for the workshop.

Docket Number 16-OIR-03 was closed. Docket Number 18-OIR-01 was opened to support a second phase of energy data collection rulemaking.
- May 29, 2018
The Office of Administrative Law (OAL) approved the regulatory action to collect additional information, which entails more granular electricity data, new natural gas hydraulic modeling data, and corrections to existing regulations. The regulations took effect July 1, 2018. The Notice of OAL Approval of Regulatory Action and the final express terms were docketed under Docket Number 16-OIR-03. - August 4, 2017
