Purpose
The purpose of this RFP is to obtain assistance with the administrative monitoring, reporting, compliance, and auditing requirements associated with federal funding received by the CEC through the Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL), and the Inflation Reduction Act (IRA).

10/08/24 Announcement: All Bidders see information below regarding proposals for RFP-24-301
The Energy Commission received Proposals for RFP 24-301 and has performed preliminary screening and review. We noted that many of the Proposals contained critical errors that need to be corrected. To allow all Bidders to have a complete and correct Proposal, this will involve Bidders resubmitting Proposals, with errors corrected. We have extended the due date for the resubmitted Proposals to Friday, October 11, 2024.
If Bidders need to correct errors in the Proposal, they MUST RESUBMIT the Proposal.

9/6/24 Announcement: Please see below for information on the 2nd Pre-Bid Conference scheduled on September 9, 2024.
As previously announced, the second Pre-Bid Conference for RFP-24-301 is scheduled for September 9th. This Pre-Bid will only cover the changes to the solicitation in Addendums 1 and 2. Questions will be limited to questions related to Addendum 1 and 2. There are two ways Bidders may ask additional questions:
- Pre-Bid questions will be limited to topics or changes related to Addendums 1 and 2.
- Bidders may also submit written questions to the Commission Agreement Officer outside of Addendum 1 and 2 if the topic/issues were not previously addressed in either the first Pre-Bid Conference or the Questions and Answers document posted on August 30th.

8/29/24 Announcement: Please see below for new information on a new application deadline, a second addendum to the solicitation manual, and another pre-bid conference.
Thank you for your patience as we continue to work on our open solicitation RFP-24-301 Compliance, Monitoring, and Reporting Support for Federal Funding. After reviewing all the questions we have received from interested parties, we have been working on an addendum to address a number of concerns potential bidders have had. The Energy Commission anticipates Addendum 2 to this solicitation to be released within a week. This update will be posted on the Energy Commission website here: RFP-24-301 - Compliance, Monitoring, and Reporting Support for Federal Funding.
The second Pre-Bid Conference is planned for September 9th. This Pre-Bid will only cover the changes to the solicitation. The proposal due date will also be extended to September 30th. Addendum 2 will include changes to the manual and attachments, including the associated Zoom information for the second Pre-Bid conference. Thanks again for your interest and understanding.
