The Memorandum of Understanding (MOU) between the Government of the Commonwealth of Australia and the Government of the State of California of the United States of America establishes a flexible framework to expand collaboration on climate action. Common objectives include, but are not limited to, progress on net-zero emissions and carbon neutrality goals; the development of climate and disaster resilience through adaptation and mitigation; and the scale-up of clean technologies and strategies. In addition to the MOU, Governor Newsom and Ambassador Rudd signed a Joint Statement affirming their partnership on climate action.

This Memorandum of Cooperation (MOC) was signed by California Governor Gavin Newsom and Canadian Prime Minister Justin Trudeau during the Summit of the Americas in Los Angeles, on June 9, 2022. Key areas of focus include climate change mitigation and adaptation solutions to prevent biodiversity loss; the reduction of greenhouse gases and air pollutants from vehicles, engines, and fuels. Further, the MOC includes collaboration on clean and renewable fuel standards and charging infrastructure; and the adoption and scale up of clean technologies such as hydrogen, carbon capture, utilization and storage, and the transition to clean energy. Finally, the MOC seeks to further environmental protection with a focus on nature-based solutions to combat the impacts of climate change, and the reduction of plastics waste and pollution with a focus on circular economy. Both California and Canada are working to accelerate action on biodiversity conservation in the face of the climate crisis. Both have, or are developing, adaptation strategies. And both are committed to engaging the knowledge, customary practices, and cultural values of Indigenous peoples. The implementing authorities for this MOC are the California Environmental Protection Agency and Environment and Climate Change Canada.

Cooperation on Mitigation Measures to Reduce Greenhouse Gas Emissions

This Memorandum of Understanding (MOU), entered into by the California Air Resources Board of the State of California, and the Department of Environmental and Climate Change Canada of the Government of Canada, expresses the real and urgent need to collaborate on solutions to help mitigate the devastating impacts of climate change. The purpose of this MOU is to promote and carry out cooperative activities on policy and regulatory measures that reduce emissions from greenhouse gases and air pollutants according to Environment and Climate Change Canada and the California Air Resources Board’s respective competencies and based on principles of equality, reciprocity, information exchange, and mutual benefit. Specifically highlighted within this MOU is the role of cleaner vehicles, engines, and fuels, to help combat climate change and reduce air pollution, the deeply integrated North American auto sector, and the need to ensure that all communities benefit from the transition to clean transportation – particularly those which are disadvantaged.

This MOU is an active measure resulting from the establishment of the Pacific Coast Collaborative (June 2008, Article 6) and the MOU between the Province of British Columbia and the State of California on the Pacific Coast Collaboration to Protect Our Shared Climate and Ocean (May 2007). Further, this MOU expresses the commitment of both parties to move forward in partnership on the development of greenhouse gas vehicle emission standards in British Columbia consistent with California’s laws and regulations.

This Declaration, in advance of COP21 in Paris, was made to express a common vision for a cleaner and sustainable world as well as the need to achieve the ultimate goal established by the UNFCC, which is to stabilize the greenhouse gases in the atmosphere and keep warming below 2 degrees Celsius. This Memorandum of Understanding (MOU) between the State of California and Jiangsu Province builds on years of engagement and seeks to strengthen partnership by establishing a flexible framework for collaboration to address climate change, protect the environment, and advance the development of clean energy. Shanghai Municipal Bureau of Ecology and Environment

This Memorandum of Understanding (MOU) between the Shanghai Municipal Bureau of Ecology and Environment and the California Air Resources Board has a strong focus on air quality improvement and the reduction of greenhouse gas emissions. The MOU clearly states the intention to cooperate on protecting the environment, combating climate change, and advancing clean energy development through initiatives focused particularly on, but not limited to, the following: air quality; greenhouse gas emissions; clean transportation, clean energy; climate adaptation and resilience; and nature-based climate solutions. Beijing Municipal Ecology and Environment Bureau

This Memorandum of Understanding (MOU) builds on years of cooperation between the California Environmental Protection Agency and the Beijing Municipal Ecology and Environment Bureau on topics related to environmental science and policies. It goes further to include cooperation on climate action and includes common objectives to protect the environment, combat climate change, and advance clean energy development. National Development and Reform Commission

This Memorandum of Understanding (MOU) seeks to enhance and strengthen cooperation on low-carbon development and green transition between the State of California and the National Development and Reform Commission of the People's Republic of China. It builds on prior cooperation between the signatories and establishes a flexible framework to continue collaboration on combating climate change, protecting the environment, and advancing clean energy development. Areas of Cooperation include a focus on mitigating carbon emissions; decarbonizing the power sector; energy planning; energy efficiency; transportation electrification and related infrastructure and technologies; the development of offshore wind - including port, workforce, and supply chain development; activities aimed at accelerating critical clean technologies; and climate resiliency. The MOU builds on previous cooperation between California and China, and renews a prior version that was signed by Governor Brown in 2018. This renewed version of the MOU creates a flexible framework for collaboration and the development of strategies aimed at achieving carbon neutrality, promoting nature-based solutions, and advancing climate-resilient infrastructure. Land Baden-Württemberg, Federal Republic of Germany - PDF

Over the years, California and Baden Württemberg have enjoyed a strong bilateral relationship. In 2015, California and Baden Württemberg jointly launched the Under2 Coalition as an initiative for climate protection. That Coalition has since developed into a worldwide movement of subnational governments committed to reducing greenhouse gas emissions and limiting the increase in global warming. This Sister-State Agreement expresses the intention of California and Baden Württemberg to engage in future mutually beneficial cooperation in the areas of climate, energy and environmental policies, transportation transformation, urban infrastructure development, economic cooperation, information technology, science, research, arts, and culture.

New Energy and Industrial Technology Development Organization

California and Japan share a history of strong cooperation on trade and investment, as well as shared goals to accelerate the transition to clean and renewable energy. In the spirit of cooperation, and in an effort to achieve greater energy efficiency and decarbonization in the building sector, this Letter of Intent (LOI) between the California Energy Commission (CEC) and Japan's New Energy and Industrial Technology Development Organization (NEDO) provides the foundation for collaboration on the development of a demonstration project for a Flexible Energy Management System (EMS) Demonstration Project. The objective of the project is to facilitate broad dissemination of energy-related technologies that contribute to load flexibility and building decarbonization in both California and Japan.

This Memorandum of Cooperation (MOC) was signed in Sacramento during a meeting between Governor Newsom and Japanese Ambassador to the United States, Koji Tomita. The MOC builds on previous collaboration and will serve as a flexible framework to strengthen economic cooperation and investment between California and Japan. It includes specific focus on tackling climate change and accelerating the transition to clean transportation. Additional areas of focus include, but are not limited to, renewable energy, energy storage, business exchanges, zero emission vehicles, public transportation, high-speed rail, and water conservation and management. On the California side, engagement will be led by the Governor's Office of Business and Economic Development (GO-Biz), the California Environmental Protection Agency (CalEPA), and the California State Transportation Agency (CalSTA).

Japan Bank for International Cooperation (JBIC)

This Memorandum of Understanding (MOU), between the Japan Bank for International Cooperation (JBIC) and the California Governor's Office of Business and Economic Development (GO-Biz), focuses on enhancing the strong trade relationship between California and Japan. It will serve as a framework for cooperation aimed at increasing prosperity in both regions by strengthening economic ties and collaboration in the areas of environmental preservation and the development of high-quality infrastructure. In order to boost economic development, sustainability, and resilience the MOU focuses on specific areas of cooperation including, but not limited to, the following sectors: environmental protection; clean mobility; energy production and storage; demand flexibility and energy efficiency codes and standards for buildings and appliances; water production, distribution, and conservation; and logistics and smart cities.

Both California and Japan share concerns about the threat of climate change as outlined in the Intergovernmental Panel on Climate Change, as well as the Scientific Consensus Statement on Maintaining Humanity’s Life Support Systems in the 21st Century. Given the global nature of climate change, this MOU states the intent of both Parties to promote dialogue and joint projects on climate change mitigation and adaptation, short-lived climate pollutants, and cleaner freight transport. Additionally, the Parties agree to promote dialogue and joint projects on clean energy technology trade and deployment, with a particular focus on energy efficiency and renewable energy development. The Parties also agree to cooperate and support the expansion and use of energy storage technologies, while encouraging economic and business development related to the clean technology sector, zero-emission vehicles, high-speed rail, and water conservation and management.

This Memorandum of Cooperation further implements initial priority focus areas identified in the Imperial County-Mexicali Air Quality Work Plan and aims to improve air quality in the border region. Through enhanced availability of air quality data to better understand the causes and severity of air pollution in the region, this agreement aims to facilitate enforcement and regulation of applicable air quality laws in Mexicali by allowing focused control efforts on sources causing the increased concentrations of particulate matter (PM). The purpose of this Memorandum of Cooperation is to provide for the establishment and operation of a network of 50 PM air sensors in Mexicali, Baja California, by the Municipality. The sensors will be used to enhance PM monitoring in the municipality, facilitate exchange of information related to air quality in the region, and enhance the capacity of municipal authorities to enforce regulations to limit activities known to adversely impact air quality. The ownership of the sensors will remain with the California Air Resources Board and all responsibilities for the operation and maintenance of the sensors will be carried out by the Mexicali municipality. Quarterly submittal of inspection reports will be sent to the California Air Resources Board for three years from the date of signature of this agreement.

Mediterranean Climate Action Partnership

The Mediterranean Climate Action Partnership (MCAP) is a global alliance of regions with a mediterranean climate, working together to adapt to drought, wildfire, and heat. The Partnership was established on December 2, 2023, at the Conference of Parties (COP28) in Dubai by fourteen leaders from five continents, in regions spread across the northern and southern hemisphere. Given their similar distance from the equator, the communities and ecosystems of these regions are especially vulnerable to climate change and are facing ever-increasing dangerous impacts, including extreme heat waves, worsening wildfires, and intensifying droughts. Multi-State Medium and Heavy-Duty Zero Emission Vehicle MOU

This is a joint memorandum of understanding (MOU) by fifteen states and the District of Columbia, all of which commit to work collaboratively to advance and accelerate the market for electric medium and heavy-duty vehicles, including large pickup trucks and vans, delivery trucks, box trucks, school and transit buses, and long-haul delivery trucks (big-rigs). This stated goal is that by 2050, all new medium and heavy-duty vehicle sales will be zero emission vehicles, with an interim target of 30 percent zero-emission vehicle sales by 2030.

The MOU will go a long way toward slashing harmful diesel emissions and cutting carbon pollution from the transportation sector. While trucks and buses account for only about 4 percent of vehicles on the road, they contribute to unhealthy levels of smog and are responsible for nearly 25 percent of total transportation sector greenhouse gas emissions. Signatories include the following states: California, Connecticut, Colorado, Hawaii, Maine, Maryland, Massachusetts, New Jersey, New York, North Carolina, Oregon, Pennsylvania, Rhode Island, Vermont, and Washington.

Governors’ Climate and Forest Task Force

On November 18, 2008, the U.S. states of California, Illinois, and Wisconsin, the Brazilian states of Amapá, Amazonas, Mato Grosso, and Pará, and the Indonesian provinces of Aceh and Papua signed Memoranda of Understanding on climate and forests cooperation at the Governors’ Climate Change Summit in Los Angeles, California. These agreements established the Governors’ Climate and Forest (GCF) Task Force designed to advance jurisdiction-wide approaches to low emissions development and Reducing Emissions from Deforestation and forest Degradation (REDD+). Since its first meeting in 2009, the GCF Task Force has more than tripled its membership and expanded its reach to include jurisdictions from multiple countries. The GCF Task Force provides a foundation for cooperation on a number of issues related to climate policy, financing, technology exchange, and research.

North American Climate Leaders Statement

The North American Climate Leaders Statement was signed in Bonn, Germany at the Conference of Parties (COP23). Signatories include Canada, Mexico, and the U.S. Climate Alliance committed to standing together to combat climate change and support clean growth across North America. In the Statement, the signatories agreed to strengthen climate initiatives through the North American Climate Leadership Dialogue and share their goals at the 2018 Global Climate Action Summit (which took place in San Francisco in September 2018). This Memorandum of Understanding is a multilateral agreement between California, Washington, and British Columbia that expresses the richness, value, and many benefits of Pacific Coast Temperate Forests and also the threat of climate change to the forest ecosystem. Within the MOU each signatory pledges to work together to preserve the natural biodiversity and health of forests, to share best practices on forest management, preservation, and conservation, and to engage in scientific study, adaptive practice, improved data and modeling, and indigenous traditional knowledge within their respective jurisdictions in an effort to better understand forest carbon dynamics and response to climate changes.

This Memorandum of Understanding on Environmental Cooperation between the State of Acre, in Brazil, the State of Chiapas, in Mexico, and the State of California, in the U.S. focuses on joint efforts to enhance policies for environmental protection and sustainable natural resources. The MOU prioritizes cooperation on reducing emissions from deforestation and land degradation and also on the sequestration of additional carbon through the restoration and reforestation of degraded lands and forests, through improved forest management practices.

Transport Decarbonisation Alliance - PDF

The Transport Decarbonisation Alliance (TDA) was launched in 2018, and consists of countries, cities and regions, and companies eager to pave the way for an accelerated worldwide transformation towards a net-zero emission mobility system before 2050. The TDA is part of the 12 commitments made at the One Planet Summit hosted by President Emmanuel Macron in Paris, France, in December 2017. This agreement was signed in San Francisco, alongside the Global Climate Action Summit, in September 2018, by California State Transportation Agency Secretary Brian Annis, making California the first North American member of the International Transport Decarbonisation Alliance.

The U.S.-China Governors’ Accord on Clean Energy and Economic Development - PDF

On December 28, 2015, California Environmental Protection Agency Secretary, Matt Rodriquez, sent a letter confirming California’s endorsement of the “Zero Routine Flaring by 2030” Initiative, and committed to eliminate existing legacy routine flaring no later than by 2030 and to help ensure that new oil fields are developed with plans that include a gas utilization solution without routine flaring or venting.

ZEV Alliance - PDF

On September 29, 2015, California joined with 10 European and North American governments as founding partners of the International ZEV Alliance – an international alliance to accelerate the world’s adoption of zero-emission vehicles. Members of the International ZEV Alliance collaborate on ambitious targets to get more zero-emission vehicles on the roads, share data and best practices and encourage other governments to join them. The founding members were announced during a signing evet at the Quebec government in New York. In addition to California, founding members of the Alliance included The Netherlands, Norway and the United Kingdom in Europe; Connecticut, Maryland, Massachusetts, Oregon, Rhode Island and Vermont in the United States; and Québec. Since the founding of the ZEV Alliance, additional governments have joined.
