Availability, Request for Comments, and Staff Workshop on the Demand Side Grid Support (DSGS) Program Draft Guidelines, Fifth Edition

The California Energy Commission (CEC) seeks public comment on the Revised Draft DSGS Program Guidelines, Fifth Edition. This draft version supersedes the initial Draft DSGS Program Guidelines, Fifth Edition, posted on February 18, 2026, that proposed changes to the rules for DSGS program participation including eligibility requirements, participation processes, and incentive structures. The Revised Draft DSGS Program Guidelines, Fifth Edition, includes additional modifications to reflect staff’s current understanding of the funding level available for the 2026 program season, limit battery storage participation eligibility in DSGS to require a permission-to-operate date on or before December 31, 2025, and streamline minimum aggregation size for participation in Option 3 and 4. 
Public comment is now due on March 16, 2026.
