Amendments to Energy Expenditure Plans
LEAs making changes to their EEP triggering an amendment, must file an amendment request. Amendments are required if the LEA (1) added an energy efficiency measure(s) not included in the approved EEP, (2) removed an energy efficiency measure(s) in the approved EEP, (3) changed the approved equipment quantity installed by more than 15%, or (4) if overall project cost increased or decreased by more than 15%.

  • For LEAs with completed projects, amendments should be submitted no later than June 1, 2021.

Please note the following additional Proposition 39 K-12 program deadlines:

  • June 30, 2021 - All projects must be fully installed and completed.
  • July 1, 2021 through September 30, 2021- Annual reports covering project work performed during the prior fiscal year, July 1, 2020 - June 30, 2021, must be submitted to the Energy Commission. The annual report template is anticipated to made available to LEAs via the Energy Expenditure Plan Online Reporting System on July 1, 2021. Annual reports must be submitted no later than September 30, 2021.

PLEASE NOTE: Annual Progress Reports are due September 30, 2020. Local educational agencies (LEAs) must submit their July 1, 2019, through June 30, 2020, annual progress reports for Proposition 39 K-12 projects to the California Energy Commission (CEC) by the deadline.

Statute requires that local educational agencies encumber Proposition 39 funds by June 30, 2019. This encumbrance date was extended by Assembly Bill 97 (Chapter 14, Section 2.00 6100-139-8080) 2017-18 California Budget Act from the original date.

Annual Progress Reports

The Proposition 39 (K-12) program Energy Expenditure Plan Online Reporting System now has local educational agency (LEA) Annual Progress Report templates available for fiscal year 2017-18 reporting. Each year LEAs must submit to the California Energy Commission an annual progress report for each approved energy expenditure plan (EEP) until all eligible energy measures within an approved EEP are completed. The report templates are made available each July for LEAs to report on activities that occurred in the previous fiscal year. For this reporting cycle, LEAs must submit all reports by September 30, 2018.

Deadline Approaching for Final Proposition 39 Funding Approval

The last date to submit an Energy Expenditure Plan (EEP) was February 26, 2018. The final date to secure Proposition 39 funding through an EEP is June 30, 2018. EEP applications, which are reviewed on a first-come, first-served basis, must be reviewed and approved by a California Energy Commission project manager by the deadline.

To ensure enough time for a complete review, including the possibility of having to submit additional information, local education agencies are advised to work closely with an Energy Commission project manager. Additional requested information should be submitted as soon as possible after the request is made, but no later than June 15, 2018. Failure to provide complete information may result in an EEP not being approved.

Proposition 39 K-12 Program - March 1, 2018, Remaining Balance Estimate

The Proposition 39 K-12 Program received $1.748 billion over five fiscal years, beginning with fiscal year 2013-2014 and ending this fiscal year 2017-2018.

As of March 1, 2018, it is estimated that $114.5 million remains unrequested from the Proposition 39 K-12 Program. This estimate includes both the remaining funds allocated to local educational agencies (LEA) that have not submitted an energy expenditure plan, and the remaining balances of the participating LEAs that submitted an energy expenditure plan but did not request the entire five-year allocation.

The California Energy Commission is reviewing all submitted energy expenditure plans, with June 30, 2018, as the final date to approve all requests for funding. On July 1, 2018, the Energy Commission will provide the California Department of Education (DOE) the final energy expenditure plan approval list. In July, DOE will determine the final remaining balance for the Proposition 39: Clean Energy Job Creation Fund’s K-12 Program.

FINAL REMINDER: Energy Expenditure Plan Due Date is February 26, 2018

Final Reminder: February 26, 2018, is the final opportunity to request Proposition 39 funding. If a local educational agency (LEA) has award allocation remaining, now is the time to apply by submitting an energy expenditure plan (EEP) to the Energy Commission.

All amendments requesting additional Proposition 39 K-12 grant funding are also due by February 26, 2018.

After February 26, 2018, the Energy Expenditure Plan Online System will not accept new energy expenditure plans or amendments requesting additional Proposition 39 funding. However, amendments for adjustments to approved EEPs that do not request additional funding will continue to be accepted after February 26, 2018. Rules regarding amendments that document significant EEP changes are outlined in the program guidelines.

Senate Bill 110, (Chapter 55, Statutes of 2017), allocates funding for three programs to be administered by the Energy Commission: 1) Up to $75 million to be provided to school districts and county offices of education for grants or loans for school bus retrofit or replacement; 2) Up to $100 million on a competitive basis for low or no-interest ECAA-Ed loans for eligible energy projects; and 3) Any remaining funds are allocated to a new Proposition 39 K-12 competitive grant program for local education agencies for energy efficiency and energy generation projects. Staff from the Energy Commission, Fuels and Transportation Division, will discuss a draft concept under consideration for a solicitation on the school bus replacement program. Local Assistance and Finance Office staff will present the draft program concept under consideration for a solicitation for both the ECAA-Ed Competitive and the Proposition 39 K-12 Competitive programs. This workshop will discuss funding, eligibility requirements, consider evaluation criteria, and respond to public comments and questions.

REMINDER: Energy Expenditure Plan Due Date is February 26, 2018

Reminder: February 26, 2018, is the final opportunity to request Proposition 39 funding. If a local educational agency (LEA) has award allocation remaining, now is the time to apply by submitting an energy expenditure plan (EEP) to the Energy Commission.

All amendments requesting additional Proposition 39 K-12 grant funding are also due by February 26, 2018.

After February 26, 2018, the Energy Expenditure Plan Online System will not accept new energy expenditure plans or amendments requesting additional Proposition 39 funding. However, amendments for adjustments to approved EEPs that do not request additional funding will continue to be accepted after February 26, 2018. Rules regarding  amendments that document significant EEP changes are outlined in the program guidelines.

Local educational agencies now have an additional one and a half months to participate in the Proposition 39 K-12 program. After February 26, 2018, the Energy Expenditure Plan Online System will not accept new EEPs or EEP amendments requesting additional Proposition 39 funding. February 26, 2018, is the final opportunity to request Proposition 39 funding.

Amendments will be accepted after February 26, 2018, only for adjustments to approved EEPs that do not request additional funding. For example, removing an approved energy efficiency measure from an approved EEP. Additional information on amendments to approved EEPs is included in the Energy Expenditure Plan Handbook at: CEC-400-2016-013.

$20,000 Available for Energy Studies in your LEA!

The California Energy Commission would like to encourage your participation in the California Clean Energy Jobs Act (Proposition 39 K-12 Program) and the Energy Commission's Bright Schools Program.

The Commission's Bright School Program provides services including energy audits to identify cost-effective energy savings projects that may be eligible for Proposition 39 (K-12) Program funding. The Bright Schools Program’s technical assistance is a grant of service up to $20,000 at no cost to you.

The Proposition 39 (K-12) Program application submission deadline is currently scheduled for January 12, 2018. With that deadline fast approaching, we want to encourage you to apply to the Bright Schools Program to assist in identifying projects and applying for additional Proposition 39 (K-12) funds.

Eligible projects evaluated in your energy audit include:

  • Lighting systems
  • HVAC equipment and controls
  • Pumps and motors
  • Kitchen appliances and other measures
  • Swimming pool covers and heaters
  • Energy-efficient windows, insulation, and cool roofs
  • On-site clean energy generation, such as solar photovoltaic (PV) systems

The Bright Schools Program application form is available at https://www.energy.ca.gov/programs-and-topics/programs/bright-schools-program.

We recommend submitting your application by September 15. We anticipate that will allow enough time to approve the application, conduct the energy audit, and assist your LEA with their Proposition 39 program application by the January 12 deadline.

ATTENTION: Energy Expenditure Plan Due Date Extended to January 12, 2018

Good News! With the passage of the 2017-18 California Budget Act, the Energy Commission can now extend the energy expenditure plan (EEP) application due date to January 12, 2018! Local educational agencies (LEAs) now have an additional five months to participate in the Proposition 39 K-12 program. This means that LEAs can now submit final EEPs after the California Department of Education announces the 2017-18 fiscal year allocations this fall.

  • Amendments: All amendments requesting additional Proposition 39 K-12 funding are due by January 12, 2018. LEAs are allowed to submit amendments after this date but only for other significant changes to EEP as outlined in the program guidelines. No amendments requesting additional Proposition 39 funding will be considered after January 12, 2018.

Now Available! New Resource to Better Estimate Five-Year Proposition 39 K-12 Allocation

The final date a local educational agency (LEA) can submit an energy expenditure plan (EEP) application to the Energy Commission is August 1, 2017. Because this date is prior to the California Department of Education’s 2017-18 fiscal year allocation announcement, the Energy Commission developed a helpful new tool to assist LEAs in planning their final EEP submission.

This new tool summarizes Proposition 39 K-12 program allocations by LEA, including an estimated total five-year allocation (XLSX File), the planning funds budget, the approved Proposition 39 K-12 grant amounts, and the estimated remaining allocation available for a final EEP application. Please note the estimated five year allocation is based on previous LEA allocations and the Governor’s proposed 2017-18 state budget, released on May 11, 2017. Remember these estimated allocations are intended for guidance, and do not reflect actual final allocations. The California Department of Education will announce the 2017-18 fiscal year allocation in Fall 2017.

Energy Commission Reports $827 Million Approved for Energy Projects in K-12 Schools

SACRAMENTO - California school facilities are being upgraded with the approval of $827 million from the Clean Energy Jobs Act (Proposition 39) K-12 Program. Energy efficiency and clean energy generation projects have already been completed in 52 school districts around the state that are projected to save the annual energy consumption equivalent of more than 2,000 homes – and save the school districts nearly $2.5 million in annual energy costs.

This milestone and others are described in a new California Energy Commission progress report on the Proposition 39 K-12 Program. Voters passed Proposition 39 in in 2012 to adjust for five years the corporate income tax code and allocate projected revenues to California’s general fund and to projects in schools that improve energy efficiency and expand clean energy generation in schools.

The full report, approved last week by the Proposition 39 Citizens Oversight Board, is available here: CEC-400-2017-001-CMF. Proposition 39: California Clean Energy Jobs Act, K-12 Program and Energy Conservation Assistance Act 2015-2016 Progress Report. It will be included in their annual report to the Legislature.

The report includes information and project data covering the period from December 2013 through June 30, 2016. Schools are required to submit a progress report annually to the Energy Commission for approved energy projects. Final reports must be filed once a project is complete and the school has gathered12 months of energy use data.

The Energy Commission reported 914 school districts submitted 981 energy projects for funding, benefitting 3,519 project school sites. The 52 school districts with completed project reports represent $27 million of Proposition 39 funding. An additional 174 school districts have completed project construction and have shifted into the data collection phase. This represents $104 million in Proposition 39 funding. Another 733 energy projects are still in the construction phase, with $151 million in Proposition 39 expenditures.

Proposition 39 states that schools must complete steps to secure and contract out for funding by June 30, 2018, meaning applications to the Energy Commission must be received by August 1, 2017. The report identified this timeline as a major challenge to the program, effectively shortening the program by eleven months.

The report also highlights the information on the Energy Commission’s zero interest loan program, known as the Energy Conservation Assistance Act – Education Subaccount (ECAA-ED) and the Bright Schools Program. Both programs were appropriated funds through Proposition 39 and compliment the K-12 grant program.

In addition to the Energy Commission, the California Department of Education, California Conservation Corps, California Workforce Development Board, and the California Community Colleges Chancellor’s Office each administer aspects of the Proposition 39 Program.

Proposition 39 Progress Report to the Citizens Oversight Board Now Available
Proposition 39: California Clean Energy Jobs Act, K-12 Program and Energy Conservation Assistance Act 2015-2016 Progress Report is Now Available

This is the Energy Commission’s second progress report to the Citizens Oversight Board. The report covers the period from December 19, 2013, when the Proposition 39: California Clean Energy Jobs Act – Program Implementation Guidelines were approved, to June 30, 2016.

This report provides background on the Proposition 39: California Clean Energy Jobs Act K-12 Program and a summary of approved energy expenditure plans, completed projects, and projects soon to be completed, as reported by local educational agencies. In addition, this report includes information on the Energy Commission’s revolving loan program known as the Energy Conservation Assistance Act – Education Subaccount (ECAA-Ed) and the Bright Schools Program. Both programs were appropriated funds from the Clean Energy Jobs Creation Fund created by Proposition 39.

Sole Source and Proposition 39 Guidance
To kick off the new year, here are some very important Proposition 39 K-12 Program reminders and notices for all LEAs.

  1. Proposition 39 funds must be awarded in accordance with state statutes, regulations, and the Proposition 39 Implementation Guidelines. Public Resources Code (PRC) Section 26235(c) states, "A community college district or LEA shall not use a sole source process to award [Proposition 39] funds ..." PRC Section 26206(d) states, "All projects shall require contracts that identify the project specifications, costs, and projected energy savings." The Proposition 39 Implementation Guidelines are available on the Proposition 39 K-12 Program webpage.

    Note: In February a new certification will appear in the energy expenditure plan application:

    "The LEA commits to following all contracting requirements in the Proposition 39 Guidelines, including not using a sole source process to award funds and providing a clear and accurate description of the eligible energy project in all contracts."
  2. To ensure encumbrance of Proposition 39 K-12 Program allocations by the statutory deadline of June 30, 2018, the last date to submit energy expenditure plans to the Energy Commission is August 1, 2017.
  3. A revised 2016-17 entitlement schedule has been posted on the CDE Proposition 39 webpage at https://www.cde.ca.gov/fg/aa/ca/prop39cceja.asp.
  4. For LEAs with completed EEPs, a final project completion report will be made available on the Proposition 39 energy expenditure plan online system 12 months after the project completion date indicated in the annual progress report. The final project completion report must be submitted to the Energy Commission no later than three months after the report is made available.

LEAs may now apply under the approved Proposition 39 California Clean Energy Jobs Act – 2016 Program Implementation Guideline Rules!

The following tools and resources have been updated and revised and are now ready to use: Energy Expenditure Plan Online system (online system), Energy Expenditure Plan Handbook (handbook), Energy Savings Calculators, Version 8, and the Savings to Investment Ratio (SIR) Worksheet Tool (worksheet tool).

LEAs may now apply under the approved Proposition 39 California Clean Energy Jobs Act – 2016 Program Implementation Guideline (2016 Guidelines) rules.

The online system, the handbook, and the SIR worksheet tool have been updated to reflect the 2016 Guidelines rule changes approved by the Energy Commission on July 13, 2016. Additionally, the handbook includes revised instructions to the Energy Savings Calculators, Version 8.

The Energy Savings Calculators, Version 8, includes new calculators for compact fluorescent lighting (CFL) to light-emitting diode (LED) replacement, windows replacement, cool roof installations, roof insulation installation, and transformer replacement measures. ECM 11 & 12 calculators have also been revised to accommodate wall-mount air conditioner and heat pump unit replacement measures. LEAs must use this version of the calculators effective immediately.

FINAL REMINDER: Annual Progress Reports are due September 30, 2016!

The last day for local educational agencies (LEAs) with approved energy expenditure plans (EEPs) to submit their Annual Progress Reports is Friday, September 30, 2016. These legally mandated reports are very important and provide information required in the Energy Commission’s report to the Citizens Oversight Board.

Annual Progress Reports were made available on July 1, 2016, through the Energy Expenditure Plan Online Reporting System. LEAs are legally mandated to report to the Energy Commission. Each year LEAs must submit to the Energy Commission an annual progress report for each approved plan until all eligible energy measures within an approved plan are completed. The annual progress reports are made available for LEAs to report on activities that occurred in the previous fiscal year.

All Annual Progress Reports are due to the Energy Commission by Friday, September 30, 2016.

Upcoming Webinar - Proposition 39 K-12 program updates.

On Wednesday, August 31, 2016, from 10:00 a.m. to 11:30 a.m., the Energy Commission will host a webinar to provide information to Local Educational Agencies (LEAs) and the public on the revised Proposition 39 K-12 Guidelines and other program updates, including new energy saving calculators, revisions to the energy expenditure plan (EEP) handbook, information on the August 1, 2017, EEP submission deadline, and the two-year combined funding option.

Learn how easy it is to receive free Proposition 39 K-12 Program funding with recent changes and updates. For those LEAs that have not yet applied, this is an opportunity to tell us why you have not applied for funding.

No Need to Wait for Proposition 39 K-12 Final Funding Year! Small local educational agencies (LEAs) qualify now for two-year funding!

The California Department of Education (CDE) has announced that LEAs with 1,000 ADA or fewer (prior year) can now request a Proposition 39 K-12 final two-year combined award allocation option as provided for in Public Resources Code Section 26233(c). This option allows eligible LEAs to receive both fiscal year 2016/17 and 2017/18 award allocations this year. No need to wait until the final year of the program.

LEAs making this designation can receive the remaining Proposition 39 K-12 program allocation now! 
The deadline to apply is Thursday, September 1, 2016.

LEAs making this election are encouraged to submit a final multi-year energy expenditure plan (EEP) to request the entire five year allocation. Once the EEP is approved, CDE will now be able to disperse the entire allocation this fiscal year. No need to wait for the final funding year of the program to receive the entire five year allocation.

Note: CDE has not completed the Proposition 39 K-12 program award allocation calculations for fiscal year 2016/17 and cautions districts’ reliance on calculations and/or estimates by other entities. The calculation will not be possible to complete until the CDE identifies the number of LEAs with 1,000 or less ADA that elect the two-year combined award option. Once all eligible LEAs make their elections, award allocations will be proportionately calculated for the remaining LEAs and award allocations will be announced by October 30, 2016.

IMPORTANT DEADLINE! DON’T MISS OUT ON FREE PROP 39 MONEY! Start your energy audits now to be prepared to submit your energy expenditure plans (EEPs)

To ensure LEAs can encumber Proposition 39 K-12 program allocations by the statutory required deadline of June 30, 2018, the last date to submit EEPs to the Energy Commission is August 1, 2017.

Public Resources Code Section 26233 (d) states "A local educational agency (LEA) shall encumber funds received pursuant to this section by June 30, 2018". The California School Accounting Manual, procedure 210-11 details budgetary accounting for LEAs. It defines encumbrance as a commitment in the form of a purchase order or offer to buy goods or services.

This notice provides the typical one year project planning time for LEAs to plan and submit all EEPs. The one year timeline includes the planning process to receive allocation amounts, identify project energy measures and specifics, EEP development, submittal and approval, funding disbursement, and concludes with encumbering funds by the June 30, 2018, deadline.

On July 13, 2016, the California Energy Commission adopted the Proposition 39: California Clean Energy Jobs Act - 2016 Program Implementation Guidelines (2016 Guidelines).

Rule changes adopted by the Energy Commission on July 13, 2016, will be reflected in the 2016 Guidelines. Local Educational Agencies (LEA) may apply under the 2016 Guidelines in September 2016. An updated Energy Expenditure Plan online system (online system), Energy Expenditure Plan Handbook, Energy Savings Calculators (Version 8), and the LEA Project Savings to Investment Ratio Worksheet Tool will also be updated and posted to the website in September.

Energy Expenditure Plan applications submitted before September must follow the 2015 Guidelines (December 2014 version).

Only when the updated online system is operational in September will LEAs be allowed to apply for Proposition 39 program awards under the newly adopted 2016 Guidelines.

Now Available! Annual Progress Reports for Energy Expenditure Plan Reporting and New Publically Searchable Database

Annual Progress Reports

The Energy Expenditure Plan Online Reporting System now has local educational agency (LEA) reports available for 2016 reporting! Each year, LEAs must submit to the Energy Commission an Annual Progress Report for each approved energy expenditure plan until all eligible energy measures within an approved plan are completed. The Annual Progress Reports are made available each July for LEAs to report on activities that occurred in the previous fiscal year. For this second reporting cycle, LEAs must submit all reports by September 30, 2016.

Instructions, recorded trainings, and PowerPoint presentations are available on the Energy Commission’s Proposition 39 K-12 Program Webpage.

New Publically Searchable Database now available!

A publically searchable database of K-12 and California Community College District sites participating in Proposition 39 programs is now available. Users can view proposed energy project information and school reported information for completed energy projects.

The Energy Commission will host a webinar on July 6, 2016, at 10:00 a.m., during which staff will present additional draft revisions and receive comments on the Proposition 39: California Clean Energy Jobs Act – 2016 K-12 Program Implementation Guidelines. 

On June 27, a 15-day public notice of the proposed substantive changes was posted. These changes will be considered at the Energy Commission’s July 13, 2016, Business Meeting.

Submitting an application with an incorrect fiscal year may delay the processing of your application.

LEAs that do not submit an EEP in fiscal year 2015-2016 will not lose their financial allotment. Any unused Proposition 39 awards will roll to the next fiscal year.

On July 1st, annual progress reports will be made available to LEAs to complete the program reporting requirements. In preparation for the release of the annual progress reports, the Energy Expenditure Plan Online application system will be offline between 8:00AM and 12:00 on July 1st.

Proposition 39: California Clean Energy Jobs Act, K-12 Program and Energy Conservation Assistance Act 2013-2015 Progress Report
The California Energy Commission prepared this report to the Citizens Oversight Board in accordance with Proposition 39 (2012), Senate Bill 73 (Committee on Budget and Fiscal Review, Chapter 29, Statutes of 2013), adopted by the Legislature and signed into law by Governor Edmund G. Brown Jr. on June 27, 2013.

This document is the California Energy Commission’s first progress report to the Citizens Oversight Board. The report covers the period from December 19, 2013, when the Proposition 39: California Clean Energy Jobs Act – Program Implementation Guidelines were approved, to December 31, 2015.

This report provides background on the Proposition 39: California Clean Energy Jobs Act K-12 program and a summary of approved energy expenditure plans, completed projects and projects soon to be completed, as reported by local educational agencies. In addition, this report includes information on the California Energy Commission’s revolving loan program known as the Energy Conservation Assistance Act – Education Subaccount (ECAA-Ed) and the Bright Schools Program. Both programs were appropriated funds from the Clean Energy Jobs Creation Fund created by Proposition 39.

LEA authorized representatives and project managers identified in the approved EEPs were sent separate email reminders. The online module provides two possible report templates:

COMING SOON! Energy Expenditure Plan Reporting Online System for Annual Progress and Final Project Completion Reporting

Local Educational Agencies (LEAs) can begin reporting on approved Energy Expenditure Plans (EEPs) with the launch of the new online reporting module, scheduled to be deployed on November 2, 2015. For LEAs with approved EEPs, the online system will provide one of two possible reports:

  1. Annual Progress Reports: Each year LEAs must submit an annual progress report for each approved Energy Expenditure Plan (EEP).
  2. Final Project Completion Reports: After all eligible energy measures within an approved EEP have been completed, LEAs will submit the final completion report 12 to 15 months after completion. A final project completion report must be completed for each approved EEP.

PLEASE NOTE: The Energy Expenditure Plan Online System will be unavailable from 8:00 AM to 1:00 PM on November 2, 2015 as the Energy Commission updates the system with the new reporting module.

For this first reporting cycle, LEAs must submit all reports by December 31, 2015.

The California Clean Energy Jobs Act (Proposition 39): A new tracking progress document is now available online. It is an 11-page summary of the California Energy Commission’s K-12 portion of the program. This tracking progress document is one of many on the Energy Commission’s website that provides a basic summary of California’s progress toward a cleaner energy future.

JUST UPDATED: Energy Expenditure Plan Online - Energy Efficiency Measures Drop Down
Menu Options

Revised Energy Efficiency Measure options available in the Energy Expenditure Plan Online System drop down menu.

To provide better understanding, items included in the drop down menu for Energy Efficiency Measures have been revised for clarification purposes. The following Energy Efficiency Measures have been revised or listed as an independent measure:

  • Lighting- Retrofit Interior Lamps to LED
  • HVAC- Packaged/Split System AC/Heat Pump/VRF
  • HVAC- Demand Controlled Ventilation
  • HVAC Controls- Door Switch/Occ. Sensors
  • Energy Storage- On Site Energy Storage

Now Available! The new Power Purchase Agreement (PPA) Calculator, enhanced Facility and Service Account Information Form (CEC-24) and revised Energy Expenditure Plan Handbook are now available!

The new PPA calculator uses standardized assumptions and user defined photovoltaic (PV) project information to provide calculations. It will provide a consistent basis for the evaluation of the savings and cost effectiveness associated with PPA-funded solar PV or clean energy generation projects proposed to be developed at LEA sites.

The CEC-24 has been revised to include an enhanced feature that copies all the information (except utility account numbers) from the previous line. This is beneficial for LEAs with multiple meter accounts from a single utility.

The Energy Expenditure Plan Handbook has been updated to include instructions on the enhanced CEC-24 form and the new PPA calculator.

FINAL REMINDER! June 30th Deadline to Submit a 2014-2015 Energy Expenditure Plan Application
The last day for Local Educational Agencies (LEAs) to submit a fiscal year 2014-2015 Energy Expenditure Plan (EEP) is June 30, 2015. EEPs received by the Energy Commission on or after July 1, 2015 will be considered fiscal year 2015-2016 submittals and will be noted as such in the California Clean Energy Jobs Act (Proposition 39) Energy Expenditure Plan Online application system. Submitting an application with an incorrect fiscal year may delay the processing of your application.

LEAs that do not submit an EEP in fiscal year 2014-2015 will not lose their financial allotment. Any unused Proposition 39 awards will roll to the next fiscal year.

Now Available: The Amendment Process for Approved Energy Expenditure Plans is now available.
Energy project changes are sometimes unavoidable. Local Educational Agencies (LEAs) with significant changes to approved energy expenditure plans (EEPs) can now submit amendments. Please refer to the Proposition 39: California Clean Energy Jobs Act - 2105 Guidelines (page 33 - Energy Expenditure Plan Implementation Changes) for the list of significant changes that require an amendment to an approved EEP.

If an amendment is required, please contact your Energy Commission Project Manager. The Energy Commission will confirm the amendment is required and the approved EEP will be made available under the Amendment subsection of the Energy Expenditure Plan Online System.

Once the Local Educational Agency completes all modifications to the EEP, the amended EEP is submitted back to the Energy Commission for review and approval, similar to the initial application submission process.

An EEP is allowed one amendment per fiscal year.
