To accelerate the shift toward cleaner, sustainable transportation for medium- and heavy-duty vehicles, the California Energy Commission (CEC) launched an initiative under its Clean Transportation Program. In November 2020, the CEC issued GFO-20-601: Blueprints for Medium- and Heavy-Duty Zero-Emission Vehicle Infrastructure, offering grant funds to develop planning “blueprints.” In 2021, funding was awarded to multiple organizations to create comprehensive planning documents to shape California’s clean transportation landscape and assist fleets as they transition to zero-emission technologies. These efforts are not just about building infrastructure—they are about creating healthier communities, improving air quality, and ensuring a cleaner, more sustainable future.
These blueprints lay out actionable steps and key milestones for deploying medium- and heavy-duty (MDHD) zero-emission vehicles (ZEVs) and the necessary electric charging and/or hydrogen refueling infrastructure. Designed with a forward-thinking, holistic approach, the development of these blueprints were aimed to overcome barriers, support technological innovation, and enable California to meet its clean transportation goals.

Starting in 2025: If you operate a medium- or heavy-duty fleet in California and need a blueprint to guide your transition to zero-emission vehicles and infrastructure, the CEC will soon open applications for blueprint development support.
