Energy System Infrastructure Planning

California’s electricity system is transitioning to one that relies increasingly on clean energy, such as solar, wind, and geothermal. The state’s utilities are required to procure 33 percent of retail sales from renewable resources by 2020 and 60 percent by 2030. The state is committed to achieving 100 percent carbon-free energy by 2045.

Meeting the state’s goals will require additional renewable energy and transmission infrastructure that could affect a variety of land uses and environmental resources. 

One solution that the California Energy Commission uses is landscape-scale planning approaches that seek to identify suitable areas for renewable energy development such as the Desert Renewable Energy Conservation Plan and the stakeholder-led San Joaquin Valley Identification of Least-Conflict Lands study.
