The California Legislature established the authority and provisions for the Energy Commission's Geothermal Grant and Loan Program (known as Geothermal Resources Development Account (GRDA) Program) in 1980 as part of Public Resources Code section 3800 et seq. Regulations
The Energy Commission has also established regulations to clarify and make specific the provisions for operation of the Geothermal Grant and Loan Program. These regulations are contained in Sections 1660-1665 of Title 20 of the California Code of Regulations.
