Demand Analysis Working Group (DAWG)

The Demand Analysis Working Group (DAWG) is a forum for technical discussion and consensus-building on inputs and results for the electricity and natural gas demand forecasts adopted by the California Energy Commission.

The DAWG provides a forum for experts to discuss complex forecasting issues, share ideas, compare approaches, and resolve differences in an informal, working‑group setting. Discussions cover forecast inputs and development, modeling assumptions and techniques, methods to ensure transparency, and uses of forecast results. Topic areas include economic and demographic projections, behind-the-meter PV and storage, electric vehicles, building electrification, data centers, among others. Meetings are open to the public.

DAWG’s goal is to foster collaboration between Energy Commission staff and stakeholders and provide a transparent energy demand forecast approval process prior to adoption in the Energy Commission’s Integrated Energy Policy Report (IEPR). The forecasts are used in various proceedings including the CPUC’s Integrated Resource Planning (IRP), Distributed Resource Planning (DRP), Resource Adequacy, and the California Independent System Operator’s (California ISO’s) Transmissions Planning Process (TPP).
