The Energy Commission has administered several outreach programs and analyses on energy emergencies and contingency planning. The Energy Commission is the lead agency for Emergency Support Function 12: Utilities (ESF 12) of the 2024 California State Emergency Plan. As the lead agency, the Commission is responsible for providing guidance, communication, coordination, and oversight for ESF 12.
The Commission’s primary active program and duty in an emergency is the Petroleum Fuels Set-Aside Program. This program assists emergency and essential service personnel who are unable to acquire sufficient volumes of fuel at any price during an emergency.
