The California Energy Commission (CEC) requires Utilization and Reliability data submittals as a condition of CEC-funded infrastructure grants funding electric vehicle chargers, through the CEC's Data Submission Portal (DSP). This page provides guidance on portal registration and use, data sharing agreement documents, and submission requirements. For other data submission requirements under your grant agreement, contact your Commission Agreement Manager.

This page also includes information on Data Sharing Agreements (DSAs). A DSA establishes a single, streamlined data sharing relationship directly between the Charging Network Providers (CNPs) and the CEC, simplifying submission across multiple grant agreements.

For those reporting CEC-funded ZEV infrastructure data to the CEC for the first time, begin by registering on the Data Submission Portal. After registration, request access to the ZEV Infrastructure Reporting (ZEVIR) DSP App. Instructions on how to report data to the ZEVIR are included below.

The DSA establishes a single, streamlined data sharing relationship directly between the CNP and the CEC, significantly reducing administrative burden for recipients and charging network providers. The following documents include the agreement template, data submittal requirements, and the standard operating procedure for managing the CNP-specific charger list:

This companion document referenced within the DSA specifies the data that must be submitted, per the DSA:

For charging network providers, this document describes how to establish and modify the list of CEC-funded chargers that require data submittals:

Before submitting data through the DSP, charging network providers must complete a one-time registration. The following guide provides step-by-step instructions for registering and accessing the portal:

The following guide provides instructions for accessing the DSP and uploading utilization and reliability data. It also includes the data dictionary and templates required for formatting your submittal:

The following data dictionaries provide formatting specifications and templates for data submittals:
