California Energy Commission Temporary Profile Placeholder

Ryan Briscoe Young is the Public Advisor for the California Energy Commission (CEC), where he leads the Office of the Public Advisor, Energy Equity, and Tribal Affairs.

The office advises and supports the CEC, stakeholders, California Native American tribes, communities, and the public in engaging and participating in CEC programs, policies, and energy equity work.

Young has dedicated his career to public policy. Before Governor Gavin Newsom appointed him Public Advisor in February 2026, he served as the CEC’s Deputy Public Advisor since 2024. Prior to joining the Commission, Young was policy director at Dream Corps for two years. Young also held multiple positions with the City and County of San Francisco from 2014 to 2022, including senior community development specialist and contract compliance officer. 

His career in law includes roles as a legal intern at the United States Department of Justice in 2008 and legal counsel at The Greenlining Institute from 2010 to 2014. 

Young earned a juris doctor degree from the University of California College of the Law, San Francisco, and a bachelor’s degree in law and society from the UC Santa Barbara.
